Competency Management

Competency Management Software for Skills-First Organisations

The companies that win the next decade are the ones that know exactly what their people can do — and where the gaps are. CLEAR Talent's Competency Assessment Framework (CAF) replaces vague job descriptions with precise, assessable capabilities.

Skills-first thinking

Move from job titles to capabilities

Traditional HR thinks in titles. Modern talent organisations think in capabilities.

CLEAR Talent lets you define every competency once — with behavioural anchors, proficiency levels, and evidence requirements — then apply it across roles, reviews, 360°, and development plans.

Section 1
The framework

The Competency Assessment Framework (CAF)

Build once, reuse everywhere

A central competency library flows into every review, 360°, and IDP.

Behavioural anchors, not vague adjectives

Each level is described with observable behaviours, not "good" and "excellent".

Role-specific scales

Different scales for technical, leadership, and individual-contributor roles.

Section 2
Evidence-based

Assess capabilities with evidence

Every rating requires (or optionally requires) evidence — a project, a deliverable, a customer win. Ratings become defensible, coachable, and longitudinal.

Section 3
Gap analysis

Identify and close skills gaps

Organisation-wide dashboards show capability coverage by team, department and competency. Gaps get flagged; training gets targeted; promotions become objective.

Section 4
Development link

Link competencies to development plans

Every CAF assessment automatically drafts an IDP: the three competencies most important for the next role, ranked by current gap. Development becomes a forward action, not a file.

What is competency management software?
Competency management software defines the capabilities each role needs, assesses people against them and shows where the gaps are. In CLEAR Talent that means one competency library with behavioural anchors and proficiency levels, assessments backed by evidence, gap dashboards by team and department, and development plans drafted from the results — so the framework is used in every review rather than filed in a document.
Do you provide a pre-built competency library?
Yes. CLEAR Talent comes with industry-standard starter libraries that you can edit, extend or replace, so you are not starting from a blank page. A common approach is to keep core and leadership competencies close to the starter set and write functional ones in your organisation's own language. For a reference point, the free core competencies list gives definitions and behavioural indicators at four levels.
How many proficiency levels can a competency scale have?
Three to seven levels per scale, configured by you. Each level is described through observable behaviour rather than labels such as "good" or "excellent", so two managers reading the same evidence have the same description to rate against. You can run different scales for technical, leadership and individual-contributor roles, and each role sets the target level it needs for every competency.
How does a competency assessment work in CLEAR Talent?
Each person is rated against the competencies their role requires, on that role's scale. A rating can require evidence — a project, a deliverable or an observed behaviour — so it can be explained later and compared with the next assessment. The same competencies run through reviews, 360° feedback and development plans, which means a rating given in one place is read the same way everywhere else.
Can we measure skills-gap progress over time?
Yes. Organisation-wide dashboards show capability coverage by team, department and competency, and longitudinal charts track each competency for an individual or a team across assessments. Because every assessment re-scores the same competencies on the same scale, you can see whether a gap actually closed after training or a stretch assignment, rather than relying on course completions as a proxy.
How do competency gaps connect to learning and development?
Every assessment drafts an individual development plan around the three competencies most important for the person's next role, ranked by the size of the current gap. Development goals are then tracked at check-ins, and learning impact dashboards show whether that activity is closing the gaps. CLEAR Talent is not a learning management system, so courses stay in the tools you already use.
