A competency framework is a structured description of the skills, knowledge and behaviours an organisation expects in its roles. Each competency, such as stakeholder management or clinical safety, is broken into proficiency levels, and each level is described through observable behaviours rather than adjectives like good or excellent.
Frameworks usually combine core competencies that apply to everyone, leadership competencies for people managers and technical or functional competencies for particular job families. Roles are then mapped to the competencies they require and the level expected, which is what turns a framework from a document into something people can be assessed against.
A framework earns its keep when it is used in more than one place. The same definitions should drive performance reviews, 360° feedback, development plans and succession decisions, so an employee is measured against one standard all year rather than several slightly different ones.
